PF Withdrawal: Rules, Tax on Early Withdrawal and What Employers Must Get Right

For HR and payroll teams who field PF questions from staff and leavers: when members can withdraw, how the tax works, and what the employer must keep clean so claims settle.

An HR executive handing an exit folder to a departing employee

PF withdrawal is the employee's claim, filed with EPFO, but it succeeds or fails on the employer's records. A missing exit date, an unapproved KYC or a gap in contributions is enough to hold up a claim, and the leaver calls HR, not EPFO.

The questions are always the same. Can I take my money out now? How much? Will tax be cut? HR teams in small companies answer them from memory, and the rules have changed more than once.

This guide explains the rules as they stand, works through an illustrative tax calculation for an early withdrawal, and shows how Apragya keeps the contribution and exit records that a clean claim depends on.

PF withdrawal rules in brief

A member can take a full final settlement on retirement, or after being out of work for a set period. Partial withdrawals are allowed while in service for purposes such as illness, education, marriage and housing. EPFO's board approved changes in October 2025 that simplify partial withdrawals and alter the waiting period for final settlement after a job loss. Check the rules in force on the day a member files.

Tax depends on length of service. Withdrawal after five years of continuous service, counting earlier employers when the balance was transferred, is generally tax-free. Before five years, the employer's contributions and the interest on them are taxed as salary, and interest on the employee's own contributions is taxed as other income.

TDS applies to an early withdrawal above a threshold, which has long been INR 50,000. The rate has been 10 percent with a valid PAN and higher without one. Members who qualify can submit a declaration to avoid TDS. Check the current rate and threshold under the 2025 Act.

In the example above, the INR 2,70,000 balance was above the threshold and service was under five years, so at 10 percent the TDS came to INR 27,000. Her final tax could differ once she files her return.

  1. Check eligibility: retirement, time out of work, or a permitted purpose.
  2. Confirm UAN, Aadhaar, PAN and bank details are linked and approved.
  3. Count continuous service, including transferred employment.
  4. If under five years, estimate the taxable part and TDS.
  5. File the claim online and track it on the EPFO portal.

An example: a Kochi software tester leaving after three years

Take an illustrative tester at a Kochi IT services firm who resigns after three years, has no new job lined up, and asks HR whether tax will be cut if she withdraws her PF balance when she becomes eligible.

From resignation to a settled claim

  1. Exit recorded

Last working day and reason entered on her record.

  2. Final ECR

Last month's contribution filed with her UAN.

  3. KYC approved

Bank, PAN and Aadhaar linked to the UAN.

  4. Tax worked out

Under five years, so the taxable part is estimated.

  5. Claim settled

She files online and EPFO pays her bank.

KYC approval is the step that most often holds up a claim, and only the employer can do it.

Her balance was INR 1,80,000 of her own contributions, INR 60,000 of employer contributions and INR 30,000 of interest. Because she had under five years of service, TDS applied on the withdrawal, and she gave her PAN so the lower rate applied. HR had already filed the final return and approved her KYC, so nothing on the employer side held the claim up.

She took out her balance, and a slice stayed back as TDS because she left before five years.

What messy PF records cost

Stuck claims

Claims wait while exit dates and KYC details are corrected.

Unhappy leavers

Former employees chase HR for months after they leave.

Contribution gaps

Missed or short months show up in the passbook and must be fixed.

Repeated corrections

The same member details are fixed again and again.

How Apragya keeps provident fund withdrawal claims clean

Step 1 of 5

Member details

UAN and statutory details are held on the employee record.

  1. Member details: UAN and statutory details are held on the employee record.
  2. Monthly contributions: Employee, pension and employer shares are worked out on every payslip.
  3. ECR file: The monthly return is built from the payslips, and members without a UAN are flagged.
  4. Exit and settlement: The last working day and final settlement are recorded when someone leaves.
  5. Contribution history: Payroll reports show what was contributed for each member, month by month.

PF withdrawal rules and the employer's part

Employers do not approve most withdrawals, but they control the data EPFO checks. A contribution history that matches the passbook, a correct exit date and approved KYC are what let a claim go through without a phone call to HR.

Getting started with an EPF withdrawal checklist for HR

  1. Check that every member's UAN is on their employee record.
  2. Approve pending KYC for bank, PAN and Aadhaar on the employer portal.
  3. Record the exit date as soon as someone leaves.
  4. File the final month's return with the leaver included.
  5. Point leavers to the current EPFO rules before they file.

Most delayed claims trace back to the second and third steps, so start there.

PF withdrawal, answered

Does the employer need to sign PF withdrawal forms?
Most claims are now filed online by the member once the UAN is linked to Aadhaar and KYC is approved. Some cases still need employer attestation, so check EPFO's current process.
Is PF withdrawal taxable?
Withdrawal after five years of continuous service is generally tax-free. Earlier withdrawal is usually taxable, with some exceptions such as ill health or the employer closing down.
Does Apragya file PF claims?
No. Claims are filed by the member with EPFO. Apragya keeps the contributions, return file and exit records that a claim depends on.
Can pension money be withdrawn too?
The pension part follows its own scheme rules, based on years of service. Check EPFO's current rules for a specific case.
What does it cost to start?
Payroll is available from the Starter plan, INR 3,999 a month for up to 10 users, which includes CRM and HR plus a choice of enterprise apps and 2,000 AI Credits a month. Pro, at INR 7,999 a month, covers 25 users and every enterprise app.
